Dr. Vulcan is a controversial German genetic scientist working on a secret US government project somewhere off the coast of Peru. This is an actual sketch of the island where his huge underground laboratory is located. The project involves experimenting on human subjects with the usage of mutated cell regeneration to create super soldiers impervious to diseases, viruses and radiation sickness encountered during combat. There are other experiments going on yet to be revealed, but rest assure I will get to the bottom of this, stay tuned.
